Siting Solar PV Capacity to Maximize Environmental Benefits
نویسندگان
چکیده
The environmental benefits of solar electricity generating capacity vary across the U.S. according to solar irradiance, weather, conventional generation fleets, grid characteristics, and population. Though the 1.1 million distributed solar generation systems installed in the U.S are incentivized by local, state and federal programs, virtually none of these varies subsidies according to expected environmental benefits, which, to our knowledge, have not previously been estimated. This paper, therefore, develops a systematic and theoretically consistent measure of the spatially-differentiated environmental benefits of solar capacity across the U.S. These benefits, equal to $6,200 over the lifetime of a typical 4 kilowatt capacity system, are related to the federal and state subsidies that subsidize the typical system in excess of these benefits by $5,400. Yet, in 25% of zip codes, rooftop solar is under-subsidized by as much as $6,200. The magnitude of foregone environmental benefits due to suboptimal siting of solar capacity are estimated at as much as $1.2 billion annually. JEL: Q42, Q48, Q51, Q52

Environmental norms and electricity supply: an analysis of normative change and household solar PV in Australia
This paper analyses normative change in electricity supply in order to understand the challenges associated with the introduction of a non-negotiable environmental norm, a change necessary to ensure long-term environmental sustainability of the supply system. The analysis combines the work of Wolfgang Streeck together with that of ecological modernisation to trace the fate of an environmental n...
متن کاملSolar electricity supply isolines of generation capacity and storage.
The recent sharp drop in the cost of photovoltaic (PV) electricity generation accompanied by globally rapidly increasing investment in PV plants calls for new planning and management tools for large-scale distributed solar networks. Of major importance are methods to overcome intermittency of solar electricity, i.e., to provide dispatchable electricity at minimal costs. We find that pairs of el...

Decisions determining the use of land for energy are of exigent concern as land scarcity, the need for ecosystem services, and demands for energy generation have concomitantly increased globally. Utility-scale solar energy (USSE) [i.e., ≥ 1 megawatt (MW)] development requires large quantities of space and land; however, studies quantifying the effect of USSE on land cover change and protected a...
متن کاملOptimum penetration of utility-scale grid-connected solar photovoltaic systems in Illinois
Although solar photovoltaics (PV) are recognized as a promising source of clean energy production, researchers and policy makers need to know the optimum level of solar PV capacity penetration into the existing generation structure under the current fuel mix for the region. As the level of installed PV capacity increases, it is possible that the aggregated generation mix could produce electrica...
متن کاملCSEM WP 176 The Market Value and Cost of Solar Photovoltaic Electricity Production
The high cost of power from solar photovoltaic (PV) panels has been a major deterrent to the technology’s market penetration. Proponents have argued, however, that typical analyses overlook many of the benefits of solar PV. Some of those benefits are in the realm of environmental and security externalities, but others occur within the electricity markets. In this paper, I attempt to do a more c...
